Google had search. Meta had the feed. YouTube had video. Display networks had reach. Each came with its own set of signals, formats and ways of measuring success.

Then people started using ChatGPT differently from the way they used most of the internet. They weren’t just looking for information. They were asking for help. Which laptop should I buy? Which CRM should I use? Where should I go for a 10-day trip? What should I study if I want to switch careers? Which running shoes make sense for me?

These aren’t quite search queries, and they aren’t really content consumption either. They are conversations that can happen somewhere in the middle of consideration and decision-making.

Now those conversations have advertising in them.

OpenAI started testing ads in ChatGPT in February 2026 and has since expanded its advertising offering into a more developed platform, with self-serve Ads Manager, CPC and CPM buying, conversion optimisation, targeting, product feeds and expanded measurement. ChatGPT Ads are now available in more than 60 countries, including India. OpenAI says ChatGPT reaches 1.2 billion people each week, while ChatGPT Ads has reached a $1 billion annualised revenue run rate and is now used by tens of thousands of advertisers.

For advertisers, the interesting question isn’t simply whether ChatGPT is becoming another media platform. It’s whether advertising works differently when the environment itself is built around a conversation.

<div id="ez-toc-container" class="ez-toc-v2_0_85 counter-hierarchy class="wp-block-paragraph">ChatGPT Ads are sponsored placements within the ChatGPT experience, designed to reach people as they explore, compare and make decisions.

The standard ad appears below a ChatGPT response and is clearly identified as sponsored. It can include the advertiser name, favicon or logo, headline, description, image and landing page. The ad remains separate from the AI-generated answer itself.

That distinction matters. OpenAI says advertising does not influence the answers ChatGPT provides. An advertiser cannot pay to have ChatGPT recommend its product in the answer, and the sponsored placement does not become part of the response generated for the user.

But ChatGPT advertising is already moving beyond one standard ad format. Product Feed Ads allow retailers to bring their catalogues into ChatGPT, while Sponsored Agents point towards a more interactive form of advertising where users can start a conversation with an AI representative of a business. There is also now a new visual ad format being tested during image generation, giving advertisers another way to showcase products and services.

What makes all of these formats different is the environment in which they appear. The ad is not simply being placed against a webpage or inside a social feed. It is being delivered within a conversation where the user may already be discussing a need, comparing options or trying to make a decision.

Why Has OpenAI Introduced Ads?

There is an obvious business reason: advertising gives OpenAI another way to support access to ChatGPT alongside subscriptions, enterprise products and APIs. OpenAI has said advertising is part of its effort to make AI available to a much larger market, including through an advertising-supported free tier.

But there is also a media reason.

People are increasingly using ChatGPT to explore products, research categories, compare options and decide what to do next. Someone may come to ChatGPT to understand which laptop suits their needs, compare CRM platforms, plan a holiday or figure out what kind of course to take.

Those are all moments that advertisers have traditionally tried to identify through a combination of search behaviour, audience data, content consumption and other signals.

ChatGPT introduces another possibility: advertising around the conversation itself.

That doesn’t automatically make it a better advertising platform than Google or Meta. It simply gives advertisers access to a different kind of environment and, potentially, a different kind of consumer signal.

Who Are ChatGPT Ads For?

At a basic level, they are for brands that want to reach people on ChatGPT. But not every brand or every advertising objective will necessarily get the same value from the platform.

Think about the kinds of questions people ask ChatGPT. Which laptop should I buy? Which CRM is right for a small business? Where should I stay in Bali? What kind of insurance should I look at for my parents? What skincare routine would work for me?

A lot of these questions happen before someone has decided exactly what they want to buy, or even which brands they want to consider. That is where ChatGPT could get interesting for advertisers.

It could work particularly well for categories where people spend time researching and comparing before making a decision. Technology, cars, travel, education, software, financial products, home improvement and other considered-purchase categories naturally involve questions before purchase.

But that doesn’t mean every detailed conversation is a buying signal. Someone can spend ten minutes researching a product and still have no intention of buying it.

So the audience question here is slightly different. It isn’t just who this person is? It is also- what are they trying to do?

Who Actually Sees ChatGPT Ads?

Not everyone using ChatGPT sees advertising.

OpenAI currently says ads are not shown to users on Plus, Pro or Business plans, or to accounts identified as belonging to users under 18. That means the total number of people using ChatGPT is not the same as the addressable advertising audience.

That distinction matters when thinking about reach. ChatGPT may reach 1.2 billion people each week, but advertisers are accessing the ad-supported portion of that audience rather than the entire user base.

For media planners, this is a basic but important distinction between platform reach and advertising reach.

Where Do ChatGPT Ads Appear?

The standard ChatGPT Ad appears below a ChatGPT response rather than being inserted into the AI-generated answer. It is labelled as sponsored and remains visually separate from the response.

Ads can appear across supported ChatGPT environments, including web and mobile experiences. OpenAI has also introduced platform targeting, allowing advertisers to make decisions around where campaigns are delivered.

The placement changes the context in which the ad is encountered. A user may have just asked about CRM software, received an answer and then seen an ad for a CRM platform. Someone researching running shoes could encounter an ad from a relevant retailer or product brand.

The idea is not simply to put an ad in front of a large audience. It is to find an advertising opportunity within a relevant moment.

When Are ChatGPT Ads Shown?

ChatGPT Ads are selected based on relevance to the user’s experience rather than simply being shown against a fixed piece of content.

OpenAI says its advertising system considers multiple signals, including the context and intent of the current conversation, the ad’s landing page, title and copy, advertiser-provided context hints and, when ads personalisation is enabled, selected signals from a user’s broader ChatGPT experience.

That means an ad isn’t necessarily tied to a single keyword.

The timing of the placement can be linked to what the person is trying to accomplish in that conversation. Someone researching how to choose a laptop is in a different moment from someone simply asking what laptops are. Someone comparing CRM platforms is in a different moment from someone asking what a CRM is.

The distinction is subtle, but it matters.

How Does ChatGPT Decide Which Ad to Show?

You can see the Context Hints field in the Ads Manager interface. OpenAI’s current documentation confirms that context hints sit at the ad-group level and describe the situations, needs or use cases where an ad may be relevant.

This is where ChatGPT Ads start to look different from conventional keyword advertising. Advertisers can provide context hints at the ad-group level. These describe the conversations, topics, situations or customer needs where their products or services may be relevant. OpenAI recommends writing these as natural descriptions of what the product does, who it helps and when it may be useful rather than simply listing keywords.

For example, a running-shoe brand could describe situations such as people looking for cushioned everyday running shoes, training for their first 5K or trying to find shoes for long-distance running. These hints help guide the system, but they are not exact-match keywords and do not guarantee that an ad will appear in a particular conversation.

This is an important distinction. Google gives you a search query. ChatGPT can work with the broader context around the question. That doesn’t necessarily mean the signal is stronger. A person searching “buy running shoes size 9” could be much closer to purchase than someone spending twenty minutes asking ChatGPT about running shoes.

The difference is in the kind of signal itself. Search gives an advertiser a query. A conversation can give the platform more context about what someone is trying to figure out.

How Are ChatGPT Ads Targeted?

Context is one part of targeting. Advertisers can also use geographic targeting, platform targeting and custom audiences where available. OpenAI has added these capabilities as the advertising platform has expanded beyond its initial pilot.

This gives ChatGPT Ads a combination of familiar media-planning tools and a newer contextual layer. You can still ask, where do I want to reach people? But you can also ask, in what kind of situation should my brand be relevant? That second question is where the platform starts to differ from conventional audience planning.

ChatGPT vs Google Ads vs Meta Ads: What’s Actually Different?

Google Ads

Meta Ads

ChatGPT Ads

Environment

Search

Social feed

Conversation

Primary signal

Search query, alongside other signals

Audience, behaviour and interests

Conversation context and intent

Typical user behaviour

Looking for something

Browsing, discovering and engaging

Exploring, researching or working through a decision

Strength

Capturing existing demand

Creating and discovering demand

Reaching relevant moments of consideration

Creative role

Match the user’s query and need

Capture attention and create interest

Make the product relevant to the conversation

Core planning question

“What are they searching for?”

“Who might be interested?”

“What are they trying to figure out?”

The table is useful as a starting point, but the distinctions aren’t absolute. Google uses audience and behavioural signals too. Meta can identify strong purchase intent. ChatGPT conversations can be completely casual.

The useful distinction is the kind of signal each environment naturally produces. A search box gives you a query. A social feed gives you behaviour. A conversation can give you context. For media planners, that may be more useful than trying to decide which platform is “better.” Each can play a different role in the consumer journey.

How Are ChatGPT Ad Campaigns Structured?

These show the actual Ads Manager campaign setup: objective, location, budget, conversion event, dates and the campaign/ad-group structure.

The mechanics will look familiar to anyone who has worked with a digital advertising platform.

A ChatGPT Ads campaign is organised around campaigns, ad groups and individual ads. The campaign contains settings such as the objective, budget and timing. Ad groups allow advertisers to organise related ads and provide context hints. The individual ads contain the creative, including the headline, description, image and landing page.

The structure gives advertisers room to organise campaigns around different products, audiences, use cases or consumer needs rather than putting everything into one campaign.

What Are the Advertising Objectives?

ChatGPT Ads has moved beyond simple awareness buying. Advertisers can now choose objectives around reach, clicks and conversions, depending on campaign eligibility.

A Reach campaign is designed to maximize impressions and uses CPM buying. A Clicks campaign is designed to drive traffic and uses CPC buying. Conversion-optimized campaigns allow advertisers to optimize towards a selected conversion event using eligible click- or impression-based billing. This gives advertisers a fairly familiar funnel: reach, traffic and conversion.

But the interesting part is what happens underneath it. The system is not simply optimising towards a generic audience. It is trying to find people and moments where the advertising is relevant to what they are doing in ChatGPT.

How Much Do ChatGPT Ads Cost?

There isn’t one fixed “ChatGPT Ads rate.” Like other major digital advertising platforms, ChatGPT Ads use an auction-based system. Advertisers can buy on a CPM basis for Reach campaigns or a CPC basis for Clicks campaigns. Conversion-optimised campaigns can use click or impression billing depending on the campaign and advertiser’s eligibility.

For CPC campaigns, OpenAI currently recommends starting with a maximum bid of 3–5 per click. This is a recommended starting bid, not a fixed CPC or a guarantee of what an advertiser will pay.

Advertisers set a maximum bid at the ad-group level. OpenAI uses a relevance-weighted, second-price auction to select among eligible ads, meaning the highest bid alone does not determine which ad wins. Relevance and the expected value of the ad experience also play a role. So there isn’t a meaningful single answer to “What is the CPM of ChatGPT?”

The better question is: What are you trying to buy, and how competitive is the audience or context you are trying to reach? Advertisers can set a daily budget or a campaign-total budget, alongside their bids and campaign pacing. Ads Manager provides controls for managing spend and monitoring performance.

This is broadly familiar territory for digital advertisers. The newer part is what that budget is being used to buy. Instead of simply buying an audience segment, advertisers can use the budget to find relevant moments within conversations.

What Does a ChatGPT Ad Look Like?

The standard ChatGPT ad is fairly simple. It can contain the advertiser name, logo or favicon, headline, description, image and landing page. The ad is clearly labelled and appears separately from the ChatGPT response.

OpenAI’s creative guidance also recommends a different approach to writing ads for ChatGPT. Clear, specific and benefit-focused copy is more useful than a generic brand message or a catchy line without much information. OpenAI also recommends using multiple, distinct creative variations so the system has more opportunities to identify relevant matches.

That makes sense in a conversational environment. The same product may be relevant to people for very different reasons.

What About Product Feed Ads?

For retailers, ChatGPT Ads can work differently.

Product Feed Ads allow advertisers to bring their product catalogues into ChatGPT and create product-based advertising at scale. This is particularly useful for retailers with large or frequently changing product ranges, where showing the right product can matter more than showing a generic brand message.

Instead of simply advertising a retailer, the system can work with individual products and their catalogue information. That creates a potentially different shopping journey: a user asks what they should buy, explores options and encounters products that may fit the question they are already asking. For ecommerce, this could become one of the more important parts of ChatGPT advertising.

What Are Sponsored Agents?

Sponsored Agents take the idea one step further.

Instead of simply clicking an ad and leaving ChatGPT, users can start a conversation with an AI representative of a business. The format is still being tested with selected advertisers, so it is too early to treat Sponsored Agents as a mature advertising format.

The journey could become: see an ad, start a conversation, ask questions, evaluate the product and then take action. The ad is no longer just a message sitting next to content. It can become the starting point for an interaction.

What Is the New Visual Ad Format?

The latest development is a new visual ad format announced by OpenAI in October 2026.

The format is initially being tested during image generation in ChatGPT. It is designed to help people discover products and services visually, understand what makes an offering distinctive and imagine how it could fit into their lives. The ads will be clearly labelled and remain separate from the image ChatGPT is generating. Testing is scheduled to begin later this month in the US with an initial group of advertisers.

It is still early, but the development says something about where ChatGPT advertising is heading. The platform is moving beyond a standard sponsored placement and experimenting with formats built around the ways people actually use AI.

How Are ChatGPT Ads Measured?

The basic reporting layer includes the metrics digital advertisers would expect: impressions, clicks, spend, CTR, average CPC, average CPM and conversions. Advertisers can also use UTM parameters to track traffic from ChatGPT Ads in their existing analytics systems.

For conversion measurement, OpenAI supports tools including its Pixel and Conversions API, and has been expanding integrations with third-party measurement and attribution partners. In October 2026, it announced partnerships with companies including AppsFlyer, Triple Whale, Adjust, Northbeam, Branch, Singular, Kochava and others.

The platform is also exploring incrementality measurement through geo-based experiments with measurement partners. That is important because clicks and attributed conversions only tell part of the story. Advertisers increasingly want to know whether advertising actually caused additional business, not simply whether a person interacted with an ad.

What About Privacy?

This is an obvious question when advertising is placed inside conversations.

OpenAI says advertisers do not receive users’ conversations or personal details. Advertisers receive aggregated performance information rather than access to the conversations that led to an ad being shown.

The advertising system can use conversational context to determine relevance, but that does not mean the advertiser gets to see the conversation itself. For a platform built around personal conversations, this distinction is particularly important. The advertising model has to balance relevance with the expectation that a ChatGPT conversation is not simply another form of audience data being handed over to advertisers.

What About Brand Safety and Suitability?

Brand safety is another important consideration because the surrounding context in ChatGPT can be much more personal than the content around a traditional display or video ad.

OpenAI says its systems are designed to keep ads away from sensitive, emotionally vulnerable or otherwise unsuitable contexts. It uses automated review, human oversight and ongoing monitoring to enforce these safeguards. Advertisers that qualify can also use Negative Phrases to specify narrow placement requirements.

OpenAI is also working with independent measurement companies such as DoubleVerify and Integral Ad Science to evaluate brand suitability in controlled environments without giving those partners access to private user conversations.

For advertisers, this will become increasingly important as ChatGPT grows as a media environment. It isn’t enough to know that an ad was served. Brands also want to understand the kind of environment in which it appeared.

The Real Opportunity: Advertising Around Moments of Intent

Traditional media planning often starts with the audience. Who are we trying to reach? What do they watch? What do they read? Where do they spend time online? Which platforms index strongly against the target group?

Those questions aren’t going away. But conversational AI introduces another way to think about the brief: what is the consumer trying to do right now?

There’s a difference between reaching people interested in running and reaching someone who is currently trying to choose a pair of running shoes. The same person could fall into both groups, but the advertising opportunity isn’t identical.

This is where ChatGPT could become interesting for categories where consumers spend time researching, comparing and asking questions before making a decision. The conversation itself can contain some of the signals that planners have traditionally tried to approximate through audience research and behavioural data. That doesn’t mean every conversation represents commercial intent. It simply gives advertisers another potential layer for finding relevant moments.

From Search Queries to Conversations: How Consumer Intent Is Changing

Consider the difference between searching for “best laptops under ₹80,000” and telling ChatGPT, “I’m a designer, I travel frequently, I need something lightweight with good battery life, and my budget is around ₹80,000. What should I buy?”

Both indicate an interest in laptops, but the second interaction contains considerably more context. The user has explained what they need, what matters to them and what constraints they are working with.

That doesn’t necessarily make conversational intent stronger than search intent. Someone typing “buy running shoes size 9” into Google could be much closer to a purchase than someone spending twenty minutes asking ChatGPT about different types of running shoes. The latter person could be researching, comparing options, helping someone else or simply curious.

The difference is in the signal itself. Search gives an advertiser a query. A conversation can give the platform a better understanding of what someone is trying to figure out, including the problem behind the question.

That’s what makes ChatGPT interesting from a media-planning perspective. The opportunity isn’t simply another place to put an ad. It’s the possibility of advertising around a different kind of consumer signal.

What Kind of Brands and Categories Could Benefit?

The format naturally lends itself to categories where people have questions before they buy. Technology, cars, travel, education, software, financial products, home improvement and many considered-purchase categories involve some amount of research and comparison.

Take a B2B software example. A business owner might tell ChatGPT, “I run a 20-person sales team. We’re still managing leads on spreadsheets and WhatsApp. I need something simple that my team can actually use.” That’s very different from simply identifying the person as a “business owner” or “SaaS buyer.”

The same principle can apply to consumer categories. Someone planning an international holiday may ask about destinations, budgets, visas and itineraries. Someone researching a new laptop may discuss performance, battery life, portability and price. Someone considering a course may ask about career outcomes, fees and eligibility.

But that doesn’t mean every brand needs ChatGPT. A mass-market FMCG brand and a B2B SaaS company have very different media problems. The usefulness of conversational advertising will depend heavily on how much consideration, research or problem-solving exists in the category.

What ChatGPT Ads Are Not

It is also worth being clear about what ChatGPT Ads are not. They are not simply Google Search Ads inside an AI chatbot, and they are not social-feed advertising either. They are also not a guarantee that every conversation about a category represents purchase intent. A conversation can be highly detailed and still have no commercial value, while a short search query can be much closer to purchase.

The value of ChatGPT Ads comes from having another signal to work with, not from replacing every other signal. For advertisers, that means ChatGPT is best understood as another environment in the media mix rather than a replacement for search, social, video or other digital channels.

The Limits of ChatGPT Ads

The platform is still relatively new, and there are practical questions that advertisers will need more time and data to answer.

How much incremental reach does ChatGPT actually deliver against existing search and social campaigns? How does performance differ by category? What happens to CPC and CPM as more advertisers enter the auction? How much of the value comes from immediate clicks versus later consideration? And how should planners compare a ChatGPT impression with an impression on a search engine, social platform, CTV service or publisher?

These are not questions that can be answered simply by looking at early platform benchmarks. They will require campaigns, independent measurement and time.

That is particularly important because ChatGPT is changing quickly. The advertising product that exists today is already considerably more developed than the one OpenAI began testing in early 2026.

Is ChatGPT Becoming Another Advertising Platform?

Yes, but it is not simply another Google or Meta. The basic mechanics will feel familiar to anyone who has worked with digital advertising: campaigns, ad groups, creatives, targeting, budgets, bids, impressions, clicks and conversions. But what sits underneath those mechanics is different.

Google started with the search query. Meta built around the social graph and user behaviour. ChatGPT is building an advertising system around an environment where people explain what they need, ask questions, compare options and work through decisions. That does not automatically make ChatGPT Ads better.

A user looking for a plumber right now may still be better reached through Google Search. Someone discovering a new skincare brand may be more effectively reached through Instagram. A mass-market brand looking for scale may have very different priorities.

But for categories where the consumer needs to think before they buy, ChatGPT introduces a new kind of advertising environment. The opportunity is not simply to be present where people are. It is to be present when people are figuring something out.

Where Are ChatGPT Ads Headed?

The product is still evolving. In less than a year, it has moved from an initial advertising test to self-serve buying, CPC and CPM campaigns, conversion optimisation, product feeds, targeting, custom audiences, expanded measurement and new ad formats.

That pace is unlikely to slow down. The more interesting question is what advertising eventually looks like when the platform itself is conversational. People come to ChatGPT to ask questions, research, compare, plan, create and make decisions. Advertising is now becoming part of that environment.

For advertisers, the opportunity is not simply another channel to add to a media plan. It is another way of thinking about when and why someone might be open to a brand. Search tells you what someone typed. Social can tell you what someone engages with. A conversation can tell you what someone is trying to work out.
